Project Description: Three story, 120,000 square foot convention center located in
Bellevue, Washington.
CA Scope: Responsible for writing specification guidelines for energy conservation
measures (ECMs) and retro-commissioning of existing HVAC system consisting of 7 Carrier
packaged rooftop HVAC units with gas fired heating sections, two hydronic heating boilers,
35 hydronic heat-pumps, plate & frame heat exchanger, make-up-air units, a closed circuit
cooling tower, multiple exhaust fans. Also responsible for commissioning of Staefa DDC
control system.

Large Office/Manufacturing Facility – Pacificorp, Corvallis, OR

Project Description: Retro-commissioning of existing HVAC system to determine
energy conservation measures on large, 160,000 square foot office and manufacturing facility
on the Corvallis campus of a high-tech manufacturing firm.
CA Scope: HVAC commissioning on large air handlers, VAVs with hydronic reheat,
chilled water system, heating water system, Liebert air conditioning units and a
hybrid DDC, electronic, and pneumatic control system. Detailed energy conservation
measure report was issued to client at project close-out. Eighty issues were identified;
17 issues determined to have a “high energy impact” were used to calculate savings.
Eight energy conservation measures were recommended; resulting savings totaled 1,069,524 kWh
(8-month payback of commissioning costs).

Federal Reserve Bank - Pacificorp, Portland, OR

Project Description: Retro-commissioning of existing HVAC system to determine energy
conservation measures on 90,000 square foot, six story office building. The retro-commissioning of
the bank’s building systems was focused on equipment operations and energy efficiency.
CA Scope: Retro-commissioning of the HVAC system included testing of the building’s 6
main air-handlers and return fans for economizer operation, heating and cooling modes, and
general conditions and scheduling. Floor level terminal units were tested for heating valve
leakage and proper operation was evaluated. The building’s chilled water and heating water
systems were tested for proper operation, scheduling and set points. Individual air
conditioning units were evaluated for proper operation and general conditions.
Systems testing produced six low cost energy savings issues and recommendations. Estimated
energy savings from these six issues totaled 35,098 kWh / 3,865 Therms annually.

Puyallup High School – Puyallup SD, Puyallup, WA

Project Description: Retro-commissioning of 210,000 square foot high school.
CA Scope: Save energy costs in existing buildings quickly focusing on electricity,
while minimizing the cost of the project. Scope included training and involvement of school
district staff in the project. Cost savings measures included identification of a variety of
issues including:
- Main loop pumps not turning off at night and not staging
- Gym metal halide lights on at night when not needed
- C02 sensor out of calibration causing ERU fans to run constantly
- Economizer lockout set to 55F outdoor air temp. – no economizer used in cooling
- Boilers not tuned as part of regular maintenance
- Warm-up time in 2 major zones set to allow up to 3 hours of warm-up (others at 30 mins)
- Commons Area dampers not modulating to reduce outside air when not needed and to economize.
Estimated minimum energy savings as a result of retro-commissioning totaled $20,500 – a six month payback of the project cost.

Macy’s West Department Store - San Diego Gas and Electric, Carlsbad, CA

Project Description: Retro-commissioning and energy savings demonstration study of
118,000 square foot retail store.
CA Scope: Development of retro-commissioning plan focusing on low-cost/no-cost energy saving
and maintenance/operations solutions; Retro-commissioning of HVAC
and lighting systems, Staefa DDC system; recommendation, implementation, and verification
of energy conservation measures (projected 14.7% decrease in energy usage). Twenty-one final issues
(realting to HVAC system ECMs) were identified as a result of the retro-commissioning process; A
separate survey identified lighting system ECM's. Issues included:
- Outside air humidity sensor defective and in need of replacement
- Economizer dampers and linkages on air handling units frozen
- Economizer control not based on floor cooling demand
- Control thermostats not calibrated correctly and not controlling mixing dampers
- Majority of exhaust and relief fans set to wrong setting or not functioning
- Mixed air plenum collapsed
- DX solenoid coils disconnected or not staging appropriately
- Condenser fans discharging to close to outside air intake
- Display lighting operating at incorrect times and levels

Also included a split A/C system with the DX coil located in the AHU. Johnson DDC control
system.
