Leadership

Bryan Welsh, P.E., LEED AP, CCP

President and Managing Principal

Bryan Welsh obtained a B.S. in Mechanical Engineering from Washington State University (1983) and an MBA from the University of Washington (1998). He is a licensed Professional Mechanical Engineer in Washington and Idaho, is a LEED-Accredited Professional (U.S. Green Building Council, 2001) and a BCA Certified Commissioning Provider. He has provided Commissioning Authority services full time since 1999, pat time since 1989 and has over 15 years experience in facilities management, project management and energy management.

Six years at Chevron Oil Company and Boeing Aerospace gave him extensive experience with sophisticated maintenance management programs, computerized data acquisition & controls and test procedure development. His next ten years of experience was as a Project/Energy Engineer for the South Kitsap School District (2 years) and the Director of Maintenance and Operations for the Auburn School District (8 years). He performed and managed the commissioning of dozens of new and renovated facilities, learning first hand the true value of building commissioning.

Bryan has written and implemented commissioning plans for more than fifty facilities including K-12 schools, higher education facilities, commercial facilities and government buildings. He has developed the standard commissioning processes used by the commissioning project managers at WCG and is responsible for training WCG personnel. He has extensive experience in the fields of computerized building management systems, utility/energy management systems, maintenance management systems, test procedure development, and facilities operations. Bryan currently serves on the Building Commissioning Association’s Building Commissioning Certification Board.

Joan Welsh

Vice President, Business and Operations

Joan received a B.A. in Business Information Systems from Washington State University in 1983. Joan started her career as a management trainee for California Federal Savings and Loan then moved on to First Interstate Bank of Washington as an EDP Auditor. She worked for 2 years as a software developer for Whittall Management Group then 12 years as an independent software developer. Joan has managed the business aspects of the company since 2000 including accounting, HR, contract and insurance compliance, and developing management reports.

Tim O’Neill, P.E., LEED AP

Commissioning Operations Manager

Tim is a professional mechanical engineer with a B.A. in physics from Grinnell College and a M.S. in mechanical engineering from Iowa State University. Prior to becoming a project manager at WCG in January 2005 , Tim spent five years as a lead nuclear facilities engineer responsible for designing industrial ventilation systems to support maintenance on nuclear power plants. He was also responsible for preparing commissioning, TAB, and maintenance and operations procedures for facility ventilation systems. His experience includes three years managing energy audit programs for industrial facilities. Tim’s management experience has included overseeing and training teams of junior engineers on multiple projects. He is a certified Level I and Level II building operator by the Northwest Energy Efficiency Alliance.

Tim’s responsibilities at WCG include serving as a Commissioning Project Manger (CPM) and has management responsibilities over the WCG CPMs and oversight over all WCG projects.

Ryan Green, P.E., LEED AP

Project Manager

Ryan is a professional mechanical engineer with a B.S. in mechanical engineering as well as a Minor in business administration from the University of Montana. He has demonstrated an excellence in project management since joining WCG in September of 2005. Previously, Ryan had over three years experience as a nuclear ventilation engineer where he designed and commissioned ventilation systems for use in potentially contaminated areas. His experience also includes designing, installing, and commissioning HVAC systems for Johnson Controls, Inc.

Shane Doig, LEED AP

Project Manager

A proven and highly-capable project manager, Shane has been a full-time commissioning provider since 2003. His experience includes over five years as a designer and project engineer at MacDonald Miller Facility Solutions. Shane’s design experience includes plumbing and HVAC systems in commercial hi-rise, mid-rise, healthcare, and laboratory facilities. Shane’s work on these projects included implementation of LEED design criteria and energy codes. He has worked with a wide variety of trades and subcontractors on his past projects and is a committed team player. Shane has an Associate of Applied Science in Mechanical Drafting & Design from Universal Technical Institute in Phoenix, AZ, as well as an ASHRAE certificate in HVAC design from the University of Washington.

Jeffery Small, CDT

Project Manager

Jeff is a graduate of the University of Alaska and a CSI Certified Documents Technologist with a strong background in building systems commissioning, facilities management and computer systems. As a commissioning project manager since 1997, Jeff has written and implemented commissioning plans for more than 35 separate facilities with a strong focus on K-12 school projects. Jeff has successfully managed projects of various sizes and complexity and has worked in the role of both commissioning agent and test engineer. He has a strong operational knowledge of all major building systems and has experience with such open architecture based control systems as LonWorks and Wonderware.

Andrew Balmer

Project Manager

Andrew is a graduate of the University of Washington and has been commissioning building control systems since 2005. Andy also has experience as a construction application engineer and controls services technician which gives him exceptional insight to how building control systems are installed and programmed. His control system experience includes open architecture systems such as BacNet and LonWorks. Andrew joined WCG in April 2008 and has commissioning experience on a wide range of building and system types.

Don Parker

Associate Project Manager

Don has spent over 30 years in the facilities engineering field, with strong experience in the areas of mechanical design and construction administration. From 1972 to 1985 he worked as a project designer for Notkin Engineering, responsible for designing HVAC and plumbing systems as well as producing Division 15 specifications for a wide range of projects. From 1985 to 2002 he began working in construction administration at Notkin, responsible for project management at all phases of the project, including ongoing issue resolution, coordinating , commissioning, review of O & M manuals, and TAB verification. Some of his more recent projects have included the Experience Music Project, Benaroya Hall, Starbucks Headquarters, and the Benaroya Research Institute at Virginia Mason Hospital (all in Seattle, WA). Most recently Don served as a Senior Mechanical Design Engineer with Glumac International.

Philip Mueller

Associate Project Manager

Philip graduated with a B.S. degree in Civil and Environmental Engineer from the University of Iowa in 2007. His coursework has included sustainable building practices and he is familiar with the LEED certification process. He has passed his E.I.T. exam and is on his way to becoming a licensed professional engineer. His experience has included working in quality assurance and product testing. Philip joined WCG in October 2008.

Caleb Aring

Associate Project Manager

Caleb received high academic honors while obtaining a B.S. degree in Mechanical Engineer from the University of Toledo in 2007. He has passed his E.I.T. exam and is on his way to becoming a licensed professional engineer. His experience has included project management in an industrial manufacturing setting and has extensive experience in leadership roles. Caleb joined WCG in October 2008.

Jeni Carr

Administrative Assistant

Jeni joined WCG in September 2005. Her responsibilities include general office administration, receptionist and bookkeeping. She provides direct support to the Commissioning Project Managers including project organization, data entry and report assembly.
